Oui, ce n'est pas risqué comme manip à mon avis.
Je crois que le bit d'exécution est activé par la présence du « x » dans les permissions du fichier.
On l'a vu dans le résultat de :
ls -l /etc/rc.localCe fichier doit être exécutable pour que le service rc-local puisse se lancer, il ne faut pas retirer la permission d'exécution de ce fichier.

En recherchant sur le Web avec l'erreur «rc.local[1699]: Error opening display!», il serait possible que la cause du souci soit en lien avec la présence de la commande :
[ -x /usr/bin/numlockx ] && numlockx on... et aussi donc de la commande numlockx on qui se retrouvait dans le script num.sh .

À ta place, je tenterais carrément de désactiver le service rc-local :
sudo systemctl disable --now rc-local.service... si cette commande passe sur la 22.04, puis de voir le résultat de quelques redémarrages ?
Pour réactiver le service, ce serait :
sudo systemctl enable --now rc-local.serviceNote : Commandes corrigées, de rc.local.service à rc-local.service

Je me rends compte d'une erreur de ma part au message #35 (erreur corrigée à l'instant ...), les bonnes commandes sont plutôt :
sudo systemctl disable --now rc-local.servicesudo systemctl enable --now rc-local.service... toutes mes excuses pour l'inconvénient.

Bon, j'ai exécuté la commande disable, mais rien ne change après un reboot.
Et pour revenir , ça ne vas visiblement pas :

Alias= settings in the [Install] section, and DefaultInstance= for template
units). This means they are not meant to be enabled using systemctl.
Possible reasons for having this kind of units are:
• A unit may be statically enabled by being symlinked from another unit's
.wants/ or .requires/ directory.
• A unit's purpose may be to act as a helper for some other unit which has
a requirement dependency on it.
• A unit may be started when needed via activation (socket, path, timer,
D-Bus, udev, scripted systemctl call, ...).
• In case of template units, the unit is meant to be enabled with some
instance name specified.
Job for rc-local.service failed because the control process exited with error code.
See "systemctl status rc-local.service" and "journalctl -xeu rc-local.service" for details.

Pas d'autres idées, désolé ...
Il semblerait que le service rc-local se lance différemment sur la 22.04, faudra l'intervention de plus compétents que moi en la matière.
Aussi à confirmer par des pointures du forum : Je crois que toutes ces configurations ne devraient pas passer par le service rc-local.
Tu devrais abandonner l'utilisation de ce service, à mon humble avis.

Tu as peut-être le fichier /etc/systemd/system/rc-local.service ?
Pour vérifier :
apt policy systemdsudo find / -type f -name rc-local.service 2>/dev/nullMais je continue à croire qu'essayer de faire fonctionner ce service pour le genre de configurations que tu souhaites implémenter est une perte de temps pour toi.
Pour la prochaine LTS, ce devrait être la 24.04 en Avril 2024 !
